In response to and implementation of the "Notice on Printing and Distributing the <Implementation Plan for the National Expressway Video Networking Monitoring Work> and <Technical Requirements for the National Expressway Video Cloud Networking>" (Document No. 1659, Jiaobangonglu Han [2019]) and the "Notice of the General Office of the Ministry of Transport on Doing a Good Job in the Rectification and Upgrade of the Ministry - Province Video Monitoring System (Client)" (Document No. 676, Jiaobangonglu Han [2019]), Beijing ZhongShengYiHua Technology Co., Ltd. (hereinafter referred to as "ZhongShengYiHua") obtained the software copyright of the video cloud connecting gateway (software), a product that meets the requirements of the ministry's documents and addresses the urgent needs on the expressway section side, through independent research and development at the beginning of 2020. This software integrates all functions such as video access, video aggregation, video transcoding, video forwarding, video quality diagnosis, video analysis, video networking sharing, protocol interconnection, and device remote control. It is a comprehensive demonstration of ZhongShengYiHua's 14 - year core video technology combined with the Ministry of Transport's Documents No. 1659 and No. 676.

Solution Architecture

1、For video cloud connecting, the section video system (aggregation point) needs to be transformed for cloud - connecting access. Deploy the video cloud connecting gateway, network equipment, and security protection equipment at the section center (video aggregation point).

2、Open a cloud - based VPN tunnel between the expressway section center and the provincial center.

3、The provincial center leases public cloud services: computing and storage resources, CDN services, VPC network services, and network security protection services, and deploys a cloud - based video management platform.

Function Description

Video Transcoding and Networking

• It supports the access of up to 320 channels of 1080P camera videos at most, transcodes them to CIF format, and uploads them to the cloud platform. It also realizes the interface connection with the superior cloud platform and protocol forwarding.

Video Snapshot Upload

• It captures a picture from the accessed camera video stream every 5 minutes, ensures local storage, and uploads the pictures to the superior cloud platform according to the protocol interface.

Traffic Event Detection

• It supports traffic event detection: occupation of the emergency lane, slow - moving vehicles, illegal parking, congestion, reverse driving, lane - crossing, illegal lane - changing, vehicle self - ignition, pedestrians, and highway visibility analysis.

• It supports traffic parameter collection: highway traffic volume, average speed, and road traffic status (optional).；

Image Quality Detection

• It supports camera image quality detection, including detection of loss, clarity, noise, freezing, and occlusion, and supports reporting of detection results.

Dynamic Resource Adjustment

• The transcoding and event functions (or the number of access channels) can be flexibly configured.
